Our recommendation is to use a Content Management System (CMS). A CMS does most of the heavy lifting for you, leaving you the simple task of adding content to the site.
They work by setting up a website template and removing the need for you to learn HTML or Javascript, instead you add pages and update content in a designer that shows you the results before you save and commit the page. If you want total control you can get a webdesigner to add a stylesheet or theme to match your company identity but usually there a selection of themes available to pick that will meet your needs.
